I had to learn how to lay paving slabs on soil years ago before I got into the paving business because my wife wanted to build a shed in the paddock with her horses. So as I said, I learned how to lay paving slabs on soil and its quite simple.

Flatten the soil as much as possible - use some builders string to make sure its level.

Mix some builders sand or paving sand with some concrete (small amounts) and lay a nice big flat level of paving sand on top of the soil (you can do it without if you just want to know how to lay paving slabs on soil, but better with builders sand)

As you lay each paving slab, use a liquid level to ensure its level.

Once you layed all the paving slabs, mix some concrete and stuff it around the edged of the paving slabs so that the soil doesn't wash away.
